3.13.9 Quality Assurance Child Protection Conference Escalation Procedure

  1. If a Child Protection Conference Chair has concerns about social work practice, or they think that a child is not being adequately safeguarded, the Child Protection Conference Chair will discuss their concerns with the Social Worker and Team Manager within 3 working days;
  2. The Child Protection Chair will place a record of this discussion in case notes on ICS and send an alert to the Social Worker and Team Manager saying this has been done. If the matter is resolved the Child Protection Chair will briefly state what action has been agreed with timescales;
  3. In the event that the matter is not resolved, the Child Protection Chair will discuss the case with the Team Manager for Child Protection Chairs. Subject to a decision by the Team Manager for child protection, a discussion will take place between the operational Team Manager, the Team Manager for Child Protection Chairs, the Social Worker, and the Child Protection Chair within 3 working days. Agreed action with timescales will be placed on ICS in case notes by the Team Manager for Child Protection Chairs;
  4. If the concerns are not resolved at Team Manager level, the Team Managers will speak to their respective Service Manager for a decision within 1 working day. The outcome of these discussions will be recorded on ICS by the Service Manager for Quality Assurance on ICS, in case notes;
  5. Any concern that is not resolved at Service Manager level will be escalated to the Director for Children’s Social Care for a final decision;
  6. Prescriptive timescales do not apply if the matter is urgent and the child is at immediate risk.
